Criminal Justice Reform


The Communities Not Cages campaign anchors a comprehensive sentencing reform campaign, which calls to abolish mandatory minimums, allow for judicial review and reconsideration of excessive sentencing, and support transformation through the expansion of merit time laws. The campaign advocates for the passage of the Eliminate Mandatory Minimums Act–S.6471 (Myrie) / A.2036A (Meeks); the Second Look Act–S.321 (Salazar) / A.531 (Walker); and the Earned Time Act–S.7873A (Cooney) / A.8462B (Kelles).


The Campaign to Close Rikers works towards fulfilling the 2019 mandate to close Rikers Island–one of the most notoriously dangerous jail complexes in the nation–by the end of 2026. The Close Rikers coalition accomplishes this by prioritizing calling for the closures of the 10 jails on Rikers Island, advocating for decarceration to reduce the jail population, defending the rights of those incarcerated, holding personnel in power accountable for misconduct, and pushing for the divestment of DOC’s budget and the reinvestment of those resources to the community.


Clean Slate-NY champions S.211 (Myrie) / A.1029 (Cruz), which provides for the automatic expungement of convictions after a period of time where New Yorkers have successfully served their sentence and not incurred subsequent convictions. The Clean Slate campaign works to streamline the process of sealing criminal records in order to grant them a fresh start and a chance to rebuild their lives.
